TRAINING ON THE ACTIVATION AND STRENGTHENING OF THE BARANGAY PEACEKEEPING ACTION TEAMS (BPATS) IN THE MUNICIPALITY OF DATU ODIN SINSUAT, MAGUINDANAO

The DILG-ARMM, thru its partnership with the Autonomous Region in Muslim Mindanao-Humanitarian and Development Action Plan (ARMM-HDAP), conducted its BPATs training for the Municipality of Datu Odin Sinsuat, Maguindanao on August 10-18, 2016.

 

The activity was held at the Estosan Garden Hotel, Cotabato City, and which was participated by 34 barangays. “First responder means the very first person to arrive and respond at the crime scene,” said the PRO-ARMM PNP focal person. “First aid is the immediate care given to an injured or suddenly ill person,” the BFP resource speaker pointed. “It does not take the place of proper medical treatment,” he added.

The BPATs participants were also taught on the importance of human rights concepts. It was discussed that human rights were the supreme, inherent and inalienable rights to life, to dignity and to self-development; it was the essence of these rights that makes man human.

BPATs’ Community Justice System functions within the barangay were properly lectured. It was presented that it was the basic conciliation unit under the system. The basic philosophy behind it was that through the amicable settlement of the disputes, the volume of cases filed before the courts and quasi-judicial bodies might be reduced. The PNP also lectured on the current drug related approach of the new administration which was the project “Tokhang”. It was explained to mean as TokTok-Hangyo (Katok-Pakiusap/Knock-Plead).

Project “Double Barrel” was introduced to the participants, which would mean the actual neutralization of High Value Target and Low Value Target or Street Level Pusher/User, where it could be implemented through search warrant, buy bust, and inter-driven checkpoint/police response operation.
