DILG-ARMM LEADS THE REGIONAL ROLL –OUT OF THE PERFORMANCE CHALLENGE FUND (PCF) FOR THE PROVINCES OF ARMM

The DILG-ARMM embarked its Regional Roll-out of Performance Challenge Fund (PCF) Roll-out on January 18, 2018 at Al-Nor Convention Center, Cotabato City.

The activity was participated by the DILG Central Office PCF Focal Person, Mr. Allan Acosta, DILG-ARMM Director of Technical Support Division, Dir. Lininding Lao, OIC of LGMED Division, Fausiah R. Abdula, as well the PCF Regional and Provincial Focal Persons.

The activity was aimed to provide fundamental knowledge on the: (a) operational guidelines and mechanics for the implementation of the program; (b) walk through the implementation status of the 2017 SGLG LGU awardees; (c) technical application on the uploading of necessary data to the PCF website.

Established in 2010, the Performance Challenge Fund (PCF) is a performance-based reform program of the DILG that seeks to rationalize inter-governmental transfers of the national government to Local Government Units (LGUs) AND encourage the convergence of local development initiatives with national development agenda and priorities. It is a grant or cash award given to eligible LGUs under the Local Governance Performance Management Program of the Department to support high-impact local development projects identifies as a priority by the LGU.

For 2017, the PCF shall be awarded the LGUs that passed the Seal of Good Governance (SGLG): Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal. The SGLG is an award program encouraging and challenging all provinces, cities and municipalities to improve on their performance and service delivery.

The Resource Speaker from the DILG Central Office, Mr. Allan Acosta, clearly oriented the participants regarding the PCF operational guidelines and the step-by-step hands-on pertaining to monitoring, uploading in the PCF website including many important and useful topics were enlightened and understood.

It was conducted by the use of learning techniques, such as, participative workshops, discussion-consultations, simulation and open forums.

A separate awarding of PCF subsidy to 2017 SGLG LGU awardees will be held sometimes in February.
