The DILG-ARMM Regional PLEB Team conducted the Capacity Enhancement Training Provincial Roll-Out for the People’s Law Enforcement Boards (PLEBs) for the five (5) provinces of the Autonomous Region in Muslim Mindanao (ARMM).

The scheduled training were conducted, to wit: (1) December 7-11, 2017 for the Lanao del Sur participants which was held at Conchita Hotel, Cagayan de Oro City; (2) December 16-21 for Basilan, Sulu and Tawi-Tawi participants which was held at Cecille’s Hotel and Catering Service, Zamboanga City; and, (3) December 26-31, 2017 for the Maguindanao province which was held at Anchor Hotel, General Santos City.

In attendance during the activities were the participants from the five (5) members of the PLEB per municipality of the five (5) provinces of Autonomous Region in Muslim Mindanao (ARMM), the DILG-ARMM Regional PLEB Team headed by the Director II of Staff Support Services, Nomaire Madid, DILG-ARMM Provincial Directors with their Municipal Local Government Operations Officers (MLGOOs), and the legal resource speakers from the National Police Commission Region 9, 10 and ARMM.

The activity was aimed to present and acquaint on the: (1) legal basis, creation, composition and functions of PLEB; (2) the PLEB Rules of Procedure under Memorandum Circular 2016-002, otherwise known as “the Revised Rules of Procedure before the Administrative Disciplinary Authorities and the Internal Affairs of the Philippine National Police”; (3) the administrative proceedings which covers the appreciation of evidence and conduct of hearing; and, (4) decision and resolution writing.

Director Nomaire Madid, emphasized during the Lanao del Sur provincial training which was held at the city of Cagayan de Oro, that the PLEB would be part of the Seal of Good Local Governance (SGLG) awarding indicator for the incoming year. As such, the organization under the provision of the law should be followed to avoid decision deficiency for every PLEB cases.

The lady lawyer and the resource speaker, Atty. Jenny G. Uplinger, CPA, Chief, Regional Investigation Unit, National Police Commission (NAPOLCOM) Region X, from the PLEB training in Cagayan de Oro City signified that the PLEB should be the central receiving entity for any citizen’s complaint against the officers and members of the PNP. Subject to the provisions of Section 41 of Republic Act No. 6975, the PLEB shall take cognizance of or refer the complaint to the proper disciplinary or adjudicatory authority within three (3) days upon filing of the complaint.

The activity was conducted through series of detailed lectures, discussions, questions and answers, sharing of experiences as well as workshops, which were observed to be effective to capture active participations.
