POPs Plan Monitoring System rolled-out to ARMM LGUs

In accordance to DILG Memorandum Circular No. 2015-128, Series of 2015, pursuant to Section 116 of R.A. 7160 (Provision of Guidelines on the formulation of the Peace and Order and Public Safety Plan) provides for the preparation and implementation of the aforementioned plan and other pertinent laws which mandates the Sanggunian in tackling Peace and Order and Public Safety Concerns within their areas of jurisdiction.

 To efficiently streamline the monitoring of the Peace and Order and Public Safety Plan (POPSP), an online system of monitoring is being incorporated by the DILG National Office. With the introduction of the new Compliance Monitoring System the DILG-ARMM can monitor the contents of the plan, its objectives and the steps taken in maintaining the stability of Peace and Order. The DILG can have easy access with the LGUs’ POPS Plan and can assess the feasibility of the indicators of their plans if they are aligned with the current situation of their environmental dynamics.

The first roll-out activity was conducted for the province of Lanao del Sur last September 27-28, 2017. Thirty-five (35) LGUs have successfully accessed thee system and began uploading data from their POPS Plan into the new platform after the initial roll-out was conducted. On October 21-22, two activities on POPS-CMS orientation for Basilan, Sulu and Tawi-Tawi provinces and Maguindanao were conducted simultaneously. 27 LGUs from BaSulTa and all 37 LGUs of Maguindanao Province attended the orientation held at Zamboanga City and General Santos City respectively.

As of October 23, 2017, the status of compliance of the ARMM is 100% with 123 LGUs uploaded their POPSP in the system, with follow-up coaching and monitoring by MLGOOs.
