Cotabato City – Considered as one of the most important activity since the the Bangsamoro Autonomous Region in Muslim Mindanao took effect three months ago, around 100 newly elected Local Chief Executives from the island and mainland provinces took time to participate in the first-ever training cum orientation organized by the Ministry of the Interior and Local Government (MILG).
The 3-day event is aimed at capacitating newly-elected officials given with fresh mandate to be able to translate their own vision and agenda for their LGU into a feasible plan that they can implement over the course of their term and to maximize development challenges and opportunities to become competitive.
Chief Minister Ahud ‘Al Hadj Murad B. Ebrahim graced the event and outlined his administration’s mission to lay the principles of and generate support to developing and establishing ‘moral governance’ as the norms of the Bangsamoro government. He emphasized that the essential duty of governance is to effectively and equitably implement what is called the social contract. The Bangsamoro government aims to work for the interest of the people though ethical and moral values governance including observing transparency, consultative process, effective and efficient leadership and management.
Anchored on this mission, Mufti Abuhurairah Udasan discussed the qualities of a leader in Islam as an important element of moral governance and discussed in details several important elements such as a leader’s personality, level of self-restraint, discipline, piousness, goals and degree of competence.
On the Second Day, key LCEs and Ministers joint forced in discussing the basic services and best practices in the areas of Nutrition, Child-Friendly Governance, Education, Revenue Generation and Peace and Order. The session generated interest and new insights among the LCEs and generally expressed that they have learned how to effectively administer the 100-days Agenda they will be crafting on the 3rd day as well us made them appreciate the Bangsamoro Government’s thrusts and priorities.
Planning for the 100-day agenda of each LGU as well as the official oath-taking of the newly-elected LCEs will take place on the third day of the training.
As the lead organizer, Minister Naguib Sinarimbo of the MILG-BARMM stressed that the expected result of the training is the translation of all the plans into delivery of the best services that the people deserves.
